On March 22nd, Chinese President Xi Jinping and Russian President Putin declared to change the United States (U.S.)- centered unipolar system. From China’s perspective, the key phrases of this summit were “comprehensive strategic partnership” and “building international relations.” President Xi evaluated that the China-Russia relationship is not the same as that of a military or political alliance from the Cold War era. He stated that Russia needs stability from China and that China needs strength from Russia. This is interpreted as a clear indication that by strengthening its relationship with Russia, a major military power, China intends to change the unipolar world order led by the U.S. However, due to the Ukraine war, President Xi seemed to have trouble choosing a side. With the West warning China to not provide arms aid, including the military support measures in the agreement seemed to be a challenge. As predicted, their statement reafirmed China’s fundamental position regarding the Ukraine war, as it did not go beyond calling for a responsible dialogue and opposing unilateral sanctions. While on the other hand, it listed measures to enhance cooperation in the fields of economy, trade, and human interchange. The joint statement ended with Russia welcoming China’s propositions regarding the “political solutions,” including seeking a resolution for the Ukraine war. Thus, Russia’s dependence on China became more apparent as a result of this summit. It is also evaluated that the ties between the two nations became evident during the Ukraine war.
