The public hearing for the next student council was held in the Humanities and Social Sciences Campus on November 17. Note that the following questions and answers have been summarized by the Sungkyun Times (SKT).
[Inquiry Session between Campaigns (성큼, SKKETCH)]
Q1. (성큼 -> SKKETCH): Incorrect figures on the policy reference do significant harm to the credibility of the entire policy reference. I would like to ask for the sources and the method of measurement of the figures which seem not to be exact and correct: ₩700 hundred per credit, three billion won for the admission fee, 12.2% for student loan, A-zero as the highest grade for course retake in Korea University.
A1. (성큼): We referred to Higher Education in Korea for the figure ₩700 hundred per credit. Secondly, for three billion won for the admission fee, the SKKU homepage says that the fee accumulates to ₩46 billion. The gap is explained by whether one includes the cases of additional student enrollment besides the original quota. We also referred to Higher Education in Korea for the percentage for the student loan. Lastly, when we were producing our policy reference, the highest grade for course retake was A-zero in Korea University. It lowered the Maginot line to B-plus in October.
Q1-2. (성큼 -> SKKETCH): ₩700 hundred per credit exceeds the whole tuition fee paid by students when we suppose a student takes 120 credits until graduation. The percentage of 12.2% includes the student loan of graduate students.
Q1. (SKKETCH -> 성큼): 성큼 declared that it would revise the law for clean budget and accounts. I would like to ask 성큼’s running mate, Jiwon Park, how she settled the accounts when she was the head of LIS. Also, in what direction will 성큼 revise the school law.
A1. (성큼): LIS does not collect student union fee. Instead, I used the fund that the school gives to each college for lockers and LIS parties. Thus, I did not settle the accounts since LIS does not use student union fee. I apologize for not thinking that this would be a matter. I would take this into account from now on. For the direction, we intend to include external support funds as well for accounts to let students know that the student council operates by external funds as well as student union fee.
Q2. (성큼 -> SKKETCH): SKKETCH’s policy reference says that the campaign will increase the number of credits juniors and seniors can take per semester. There will be an increase in demand for more lecture rooms and lecturers. We estimate 210 more lectures to accommodate this demand. How would SKKETCH deal with this problem?
A2. (SKKETCH): We are also aware of the spatial limitations. However, we can make use of empty lecture rooms and schedule lectures, especially those that students are obligated to take for graduation, after 6p.m..
Q2-2. (성큼): We think that increasing the T-O of juniors and seniors for the class which are compulsory for graduation is a more appropriate solution to the problem. Also, graduate schools and language schools need to be taken into account when considering lecture rooms.
A2-2. (SKKETCH): Thanks for your advice. I would like to add that the fact that there are not many classes after 6p.m. is widely known.
Q2. (SKKETCH -> 성큼): Some of the pledges and profiles made by 성큼 are already being carried out. I would like to ask why 성큼 prepared projects which overlap with those which have been implemented?
A2. (성큼): We already uploaded letter of apology regarding LIS student union fee. Please check the election management administration’s homepage on that matter. About the shuttle bus GPS service, it is included not in the SKKU mobile application but in the School Library’s Mobile Entrance Pass application. We apologize for not noticing the service in the application. However, we would like to emphasize that such service has to be included in the integrated SKKU mobile application for better use. About the PC room of Business School, we should have checked the condition of the PC room in advance. However, we would like to mention that this problem arose during the interaction between students and us.
Q3. (성큼 -> SKKETCH): I believe that SKKETCH’s pledges on making A the highest grade for course retake and enabling course retake three times contribute to grade inflation. If there are more course-retaking students, those who are taking the course for the first time would be in a more difficult situation to get a good grade – and another vicious circle. Other students would directly receive the disadvantage of this new system since it would affect scholarships college rankings as well. Korea University acknowledged these issues and lowered the highest grade for course retake. Then, is this pledge really beneficial to students?
A3. (SKKETCH): Your comments are right. Grade inflation and lower ranking of SKKU may be the dark side. However, I think this is the matter of direction. Scoring a high rank is important. But students sometimes feel inconvenience from certain efforts the university makes in order to get a higher rank. We should not confound means with end. However, we cannot neglect it as well, so we thought of some ways to complement our pledge. We plan to allow only one course retake for a semester, or ban course retake for certain courses, or indicate that the grade is from a course retake on the grade transcript. Students can make mistakes, but they should be able to make up for them. Moreover, many of the college rankings do not include grade inflation as on their criteria. So there is a leap in 성큼’s comment that this pledge will lead to lower rank.
Q3-2. (성큼): I believe that increasing the grade for course retake leads to secure the rights to education is a logical leap. Also, freshmen’s rights to education will be compromised due to older students.
A3-2. (SKKETCH): I think this problem will not be severe for liberal arts.
Q3. (SKKETCH -> 성큼): Another pledge of yours is enabling students to put three credits more in 책가방. This was already confirmed to be implemented starting from next semester in conferences held in September. I would like to ask Candidate Jung, why he proposed this as an election pledge when he has attended these conferences.
A3. (성큼): Yes, I have attended both of the meetings and well aware of what went on in the conferences. Our pledge is to add another three credits to the current system. We also expect server to be fine with the additional credits.
Q3-2. (SKKETCH): What was confirmed in the conferences was not increasing 15 credits to 18 credits, but 18 credits to 21 credits.
A3-2. (성큼): I cannot recall that from the conferences, and even if that is the plan, it has not been implemented yet.
Q4. (성큼 -> SKKETCH): One of the pledges of SKKETCH goes that it would split accounting and business studies. However, accounting is “the language of business.” Could business without accounting still be business? Also, there would be difficulty in transferring from accounting track to business track. How would you handle this? Lastly, there would also be problems regarding instructors. What are your plans?
A4. (SKKETCH): Even now, business department is split to some degree. However, freshmen need to take most of the lectures. Also, you mentioned about difficulty in transferring and instructors. We have unbalanced ratio of instructors for accounting and business in present. We plan to deal with problems with instructors by talking with the administrative office. Global Leader has split tracks now, but they can take lectures from different tracks.
Q4. (SKKETCH -> 성큼): 성큼 mentions Global Research Program many times. But Candidate Park has taken the advantage of attending Global Camp provided for LIS students. While Global Research Program only provides plane tickets, the latter provides ₩4 billion to each student for housing, meals and etc. The two programs are essentially the same regarding the fact that only a few students take the advantage on the school’s budget collected from students. When you were the head of the LIS student council and went on the Global Camp, did you not have the same attitude you have now towards Global Research Program?
A4. (성큼): Global Research Program is funded by students’ tuitions and council fees. It takes up one tenth of the sum. On the other hand, LIS department was selected as 교육부 산하 연구재단 in 2013 and the ministry has been financially supporting my department since then. I did not take benefit from students’ tuition fees but from external funds.
Q5. (성큼 -> SKKETCH): I would like to ask about SKKETCH’s pledge on abolishing and returning admission fees. Since admission fees and tuition are combined together, it is difficult to know exactly where the admission fees were spent. Paying the two fees to different accounts may enable knowing the details of expenditure, but how are you going to investigate such history for fees already collected and used? Moreover, to whom are you planning to return the admission fees?
A5. (SKKETCH): Yes. Admission fees lack clear explanation on why students need to pay and why such an amount was calculated. This is because of the rule regarding tuition fees. If we win the election, we intend to ask for the access to the information. But it would be difficult since SKKU has rejected similar claims made earlier. We have come up with the next step. The problem of admission fees is not only in SKKU. About 10 hundred students of 15 universities have sued their universities on the matter, and we plan to cooperate with them. Also a member of the National Assembly (김병수) initiated a move to abolish admission fees. Lastly, we thought that dividing the returned money by the number of whole SKKU students is not realistic. We would first return the money to freshmen and other students attending school at present and if that is unrealistic as well, we plan to increase scholarships or improve school’s facilities. However, this will only proceed if admission fees were spent for unjust expenditure – if not, there will be no returning of money.
Q5. (SKKETCH -> 성큼): In 성큼’s policy reference says that 성큼 would make the town bus enter SKKU campus. However, we were told that change in a bus route is not easy by SKKU’s management team and the transportation company. 와룡운수, which runs 종로 07 and 08, also said the negotiation with SKKU is not going well. I would like to ask with whom 성큼 talked regarding this pledge and how 성큼 would solve the conflict between the company and school.
A5-1. (성큼) To increase one bus onto a route, there needs to be 8,500 potential passengers. This makes it possible to deploy seven more busses. We see this matter positively since the original bus route is in the danger of disappearing. This pledge is beneficial to the company, students, and local citizens. 종로구청 has a positive view and is preparing for a meeting with Seoul City. We will consider school shuttle buses as well if we carry out plans. We do not know the reasons why the management team and the company showed a negative attitude towards the issue. SKKU did look at this matter hopefully when we told them about it. When we talked about the possibility of this with 종로구청, it also gave a positive answer. This will meet the students’ demand on more shuttle buses and alleviate their inconvenience on transfer discount.
Q5-2. (SKKETCH) Would you tell me the exact route currently in danger of extinction and the company that runs it?
A5-2. The route is 종로 07, but I do not know the name of the company. But I can confidently tell that we received a positive answer.
[Inquiry Session for SKKU Official Press (성대방송국, 성대신문, 성균타임즈)
Part 1: Tuition
Q1. (성대신문 → 성큼 and SKKETCH): If a new standard for tuition is set, some majors’ tuitions will be calculated to be higher than others. How would 성큼 and SKKETCH deal with students’ complaints regarding this issue?
A1-1. (성큼): Global departments and college of arts charge higher tuition than other majors do. We figured out that each of them charge high tuition in the name of high quality lectures and in the name of practice fee. However, most students of those majors do not feel that they have such priveleges. We are going to verify the usage of tuition through tuition negotiation and will ask for refinement of tuition if needed.
A1-2. (SKKETCH): First of all, we don’t think that current tuition standard allows using certain major’s tuition to supply the lack of tuition in other majors. That’s a wrong premise. As a solution to students’ complaints, we are going to discuss the item with tuition committee. The access to the usage of tuition is currently not available to students and it is allowed for us only to read the record of the usage. Therefore, we are going to discuss this issue in the committee and let students know the reasons of different tuition in each majors.
Q2. (성대신문 → 성큼): According to 성큼’s policy reference, scholarships can be funded by using emergency fund and cutting budget waste. We wonder if the emergency fund and budget waste is large enough to fund scholarships and therefore we doubt the practicality of the policy.
A2. Emergency fund occurs every year and budget waste is serious than people see it. Moreover, about ₩12 billion of development fund is available. These funds and budget can be used for scholarships through student council’s request.
Q3. (성대신문 → 성큼): Rebuilding and remodeling in 성큼’s policy reference is a policy that takes a long time to implement and students can hardly notice the benefit. Could you tell us some examples of rebuilding and remodeling that students can immediately benefit from?
A3. One of the serious problems of the campus is that there are few places that students can practically use. However, there are some surplus spaces that can be utilized. For example, we are willing to offer students the place that was used for student welfare committee. Moreover, within a budget, 2,000 desks and chairs can be installed in surplus spaces in the campus.
Q4. (성대신문 → SKKETCH): At the public hearing held in Natural Science Campus, SKKETCH proposed to add an alumnus in current tuition committee. Are you willing to revise the rules? Why not add a student attending school instead of alumnus? And what makes you think the alumnus will stand for students’ benefit?
A4. We regarded current tuition committee undemocratic because it consists of 4 student members, 4 school’s side members, and one last member appointed by the school. However, the school does not seem to allow us to add one more student or a school parent in the committee. Therefore, we came up with new a formation of tuition committee that complies with the current school regulation. We figured out that an alumnus could be appointed to tuition committee. By adding an alumnus appointed by students into tuition committee, more democratic formation of 4:1:4:1 is possible.
Q5. (성대신문 → SKKETCH): Scholarship exceeding tuition is impossible. According to selection standard of SKKETCH’s living expense scholarship, household income and grade matter the most. We concern that majority of students who are qualified to these standards are given national scholarship already. Don’t you think school will oppose to the living expense scholarship which exceed tuition? Moreover, we question about the validity of selection standard and the effectiveness of this policy.
A5. It is true that scholarship exceeding tuition is impossible in current integrated scholarship system. However, we oppose to the idea that right of education is equal to right of school attendance. Many students who are given national scholarship not only suffer from tuition but also from living expenses. We considered living expenses as a continuation of right of education. By cutting wasted budget and managing the living expense scholarship by student body, not the school, living expense scholarship has positive prospect
Q6. (성대방송국 → SKKETCH): 미생 scholarship that SKKETCH proposed in policy reference does not seem to have a critical differentiation when compared with existing scholarships. Moreover, school regulation which does not allow scholarship exceeding tuition can be an obstacle to 미생 scholarship. What are SKKETCH’s solutions to resolve blind spot of scholarship caused by these limitations?
A6. 미생 scholarship is planned to support students seeking for a job and students preparing for tests like 한국사능력검정시험, TOEIC, and TOEIC Speaking. As we mention before, 미생 scholarship will be managed by the student government, not school. Therefore, there is no worry of violating school regulation that prevents scholarship exceeding tuition. We think demands for scholarship is never insufficient. It is the administration of scholarship process that is not solid enough. We can resolve the blind spot of scholarship by actively promoting scholarship, using feedback, and strengthening administration process.
Q7. (성대방송국→ SKKETCH): When 성대방송국 contacted 업무처, 업무처 promised that they will extend application period of academic scholarship to grade announcement period. However, 업무처 said that application process cannot be reformed in near future because negotiation with school is needed. Has SKKETCH contacted 업무처 and received a positive answer for policy of scholarship application revision?
A7. Yes, we have contacted 업무처 and received a positive answer. 업무처 well recognizes the discomfort of scholarship application period and process. 업무처 promised to extend the application period and also showed will to reform application process.
Q8. (Student → SKKETCH): In SKKETCH’s policy reference, it is said that SKKETCH is willing to appoint the secretary-general of 총동문회 as an additional member of tuition committee. However, today in public hearing, SKKECH responded that students will appoint an alumnus as a member of tuition committee. Is basis of SKKETCH’s policy has been changed?
A8. After publishing our policy reference, we thought that an alumnus appointed by students can be an alternative for an additional member of tuition committee.
Q9. (Student → SKKETCH): In what criteria, will an alumnus for a member of tuition committee be appointed? What makes you think the policy can positively affect tuition negotiation?
A9. The policy to appoint an alumnus is the best we can do within school regulation. Moreover, the appointed alumnus will be on students’ side because the alumnus will be appointed by students.
Part 2: Education-------------------------------------------------------------------------
Q1: (SKT to SKKETCH) On the SKKETCH’s policy reference, there is a pledge that goes SKKETCH will make outdoor tables and chairs outside the Business Building. However, that area has a high accessibility and many students pass though this area between classes. Thus, I want to as you whether the installation of tables and chairs can cause problems.
A1. It is obvious that more tables and chairs in a congested area can lead to a more chaotic situation. The space in front of the Business Building, however, has some corners that are left empty. Before going up the stairs to Toegye hall of humanities, there are chairs fixed to the ground by stones. We thought that this fixed tables and chairs can be replaced with other useful table and chairs. Thus, we think that it will not cause much congestion in the area.
Q2: (성대방송국 to 성큼) There are lots of complaints about the small number of shuttle bus in the Humanities and Social Sciences Campus before the first class that starts at 9AM. There is no policy related to the increase of shuttle bus on the policy reference, but you mentioned it in your keynote. I would like to ask for 성큼’s plans to increase the number of shuttle bus. In addition, at the public hearing in the Natural Sciences Campus, the other 성큼 candidates mentioned that they will secure the inter-campus shuttle bus budget by reducing the budget of the other parts. Then are you going to secure the budget in the same manner?
A2: (성큼) We already recognize the problem of the small number of the shuttle in early morning. The school, however, did not make a proper solution to this problem. Therefore, we are going to look for solutions to increase the number of shuttle bus. Furthermore, we thought that both campuses should share the expense for the inter campus shuttle bus equally. Thus, 성큼 candidates both in humanities and social science campus and natural science campus agreed that both campuses would share the burden equally in advance.
Q3-1: (SKT to SKETTCH) On the SKKETCH’s policy reference, the cost for using the print manager for one copy and two copies are compared in terms of the number of pages that people print. According to the research of SKT, however, the cost of the copying is calculated by the ink usage. If the following is true, the reduction of the copying fee that SKKETCH suggested would be impossible.
A3-1: Although the ink fee matters, we thought that the mention about page and paper was necessary.
Q3-2: (SKT to SKKETCH) The copying fee is due to the ink fee and we think that if there is no reduction on the ink fee, the decrease of the copy fee is impossible.
A3-2: According to print manager, current copying fee is due to the lack of page side distinction ability of the printing machine. Thus we think that the complement of this function on the machine would make the actual reduction of the copying cost.
Q4: (SKT to SKKETCH) On the policy reference, you mentioned that you are going to install a taxi-sharing station at the 1st exit of Hyehwa Station. Bus stations, however, are already causing lots of congestion, and more stations could lead to more congestion in that area. The installation of the station also requires negotiations not only with the school but also with the Gu-office. I am wondering what efforts have been made.
A4: We are planning to find out the most vacant area to build the taxi-sharing station. We also referred to the related legislations which state that people can share a taxi at space assigned if the passengers all have the same destination. Thus we expect that the policy would be possible.
Q5: (SUBS to 성큼) 성큼 stated that 성큼 is will secure the inter campus shuttle bus budget by using the current budget allotted to the Global research program. Is using the budget for global research program available for student council? Has the usage of these funds been discussed with school side? In addition, inter campus bus should be controlled by the school not by the student council. Do you have any plan to discuss this issue with the school side?
A5: Inter campus shuttle is operated by a part of tuition. There is also another resource that is called student council working expense supported besides the student union fee which accounts to one billion won. Besides these, there are also some wasted funds. We think that the collectivization of this wasted money can make up for the budget for the inter campus shuttle bus.
Q6: (SKKU NEWS to 성큼) Although there is a safety program (여성안심귀가서비스) which is controlled by Jongno Gu, there is another policy about strengthening safety policy near school. What difference would you make to the new safety program?
A6: There are few students who know about safety program of Jongno Gu. Therefore, we are planning to increase the number of safety guards.
Student 1: (to 성큼) On the policy reference, there is a policy about holding integrated flea market selling textbooks for students. The flea market, however, is already held in each college. So I am wondering why we should hold another flea market.
A: (성큼) 성큼 planned this policy for double major students. Dual major students feel hardship in getting along with seniors and thus cannot get the opportunity to get the used books from the seniors. We think that integrated flea market is more effective for the whole students.
Student 2: (to 성큼) I wonder why you are planning to make 남성휴게실 (man’s lounge) which has been removed. To make 남성휴게실, some space is needed. So, I am wondering about the space issues.
A: (성큼) 성큼 planned to make 남성휴게실 because of the demand for the lounge and we thought that if there is a proper management the lounge will be managed better. There is a space for student welfare council, but the space currently not-in-use. We think the space can be turned into lounge for male students. The space can accommodate more than 40 people.
Student3: (to 성큼) I am wondering about the specific plans for the dormitory shuttle bus.
A: (성큼) We are planning to re-schedule the time for the shuttle bus to match with the schedule for students. We are also planning to increase the number of shuttle bus.
Student3: (to 성큼) 성큼 brochure says that the increase of one inter campus shuttle bus costs ₩24 million. Swing, the previous student council, however, mentioned that one more inter campus shuttle costs ₩70 million. I think 성큼’s estimation on the inter campus shuttle does not reflect other related problems. I also heard that the Global research program that you mentioned as a way to secure the budget has already ended last year. So I am wondering where you can get the budget for the inter campus shuttle.
A: (성큼) ₩ 70 million includes the cost of buying a new shuttle bus and the cost of the fuel. We, however, thought that we sustain the same number of bus and we can reduce the cost into ₩24 million. In addition, global research program is not removed yet and the program is operated under a different name. Thus, we are planning to use the expense on the inter campus bus.
Student 4: (to 성큼) 성큼 mentioned about opening of the school building at night during the festival period or the exam period. 성큼 also stated that you are going to remove the dormitory curfew for students, but I think this can arouse safety problems for students. Don’t you think that autonomous scheduling of curfew schedule is better for students?
A: (성큼) In the festival period, there are a lot of students who suffer from the early closing of the school building and they are unable to put their things in proper rooms. In the exam period, students need rooms to staying up all night. Thus, we thought that we should open the school building during the festival period and exam period.
In addition, in terms of the dormitory curfew, I thought that the bigger problem lies for the students who cannot get into the dormitory because of the curfew. Thus I think the removal of the dormitory curfew is better for student safety.
Student5: (to 성큼) I think that the extension of the curfew is better than removal of the curfew.
A: (성큼) We thought that the removal cannot be a fundamental solution to this problem. So we think the removal of the curfew and let student get into the dormitory can be a more effective way to solve the problems.
Part 3: Education---------------------------------------------------------------------------
Q1. What are the specific plans for the pledge of making laptop-available space inside 철야열람실? Also, are there any preventions of the noise of using the laptops in the library which may distract other students?
A1. SKKETCH made this pledge with the problem that there is no place for students who want to use their laptops all night. We think that the noise can be prevented by building a glass wall which is similar to the one that is currently installed in the 노트북열람실.
Q1-1. Then, where do you expect to make the laptop-available space for the 철야열람실?
A1-1. As the university has not enough space to make new buildings or place, we would like to convert some places that are currently only used for non-laptop using students to 노트북열람실s. According to our research, we found out that a place which was used for laptop using students in the night was replaced as rooms for the administrative service by the University. As a result, we think that providing a new 노트북 열람실 for studying all night will be a helpful work.
Q2. SKKETCH promised to make more lockers in the Central library to solve the problem of insufficiency of the locker usage. Many students, however, personally hand over their lockers to their acquaintances. Solving this phenomenon seems to be more urgent than increasing the number of lockers. What do you think about it?
A2. SKKETCH thinks that the fundamental problem of handing over the lockers to their acquaintances is triggered because of the lack of lockers. As a result, if we make more lockers, students would not need to hand over their lockers to others personally. Also, we think that handing over the lockers secretly should be banned and we think this can be solved by installing more lockers for students to use.
Q3. What are the advantages of installing book lending machines in the Central Library on 2nd and 4th floor? During the library hours, library users can lend the books by the librarians and the book lending machine on 3rd floor. Also, the library users go outside through the main entrance on the 3rd floor which means they have to walk through the 3rd floor where the book lending service is already provided. It seems to be a waste of money to install extra book lending machines in the Central Library on 2nd and 4th floor.
A3. We think that extra book lending machines will increase the efficiency of book lending service. By scattering the library users to different book lending facilities, which means extra book lending machines, we will help library users to spend less time waiting to lend books.
SKT -> 성큼
Q1. According to the policy reference, 성큼 proposed a pledge to develop the space lending system by allowing any group of students to use any empty space even in buildings that does not belong to a student’s department which is unavailable in the current system. It seems to be attractive but unrealistic. As we can see from the on-going controversy between certain majors that occupy certain buildings (ex. Global Economics Majors – International Hall) and others who think it is unfair, there must be some clashes between groups of people of insisting their rights to use the space.
A1. We think that students have the rights to freely use the space on campus such as lecture rooms located wherever they want. In the same way, we think that the International Hall should also be freely used to any student who are not majoring in Global Economics. We interviewed the officer of the International Hall to ask if we can lend lecture rooms even if we are not Global Economics majors. The officer answered that certain lecture rooms with expensive facilities will be hard to be opened to every student. As a result, we think that we will try to exclude the space that has special reasons. However, the point is to give help to the students who want to freely lend the lecture rooms or space for their personal reasons.
Q2. According to the policy reference, 성큼 insisted to enable the space lending system that can give permission within 48 hours. Does the 48 hours include holidays? Also, we would like to ask whether 성큼 have discussed this agenda with the related administration office. Lastly, we are curious whether student body has the authority to enforce the university to run the new system.
A2. Firstly, we regard 48 hours without holidays since the permission of space lending system will be operated by administrative officers who do not work on weekends. Also, it is true that student body does not have the authority to enforce this system. However, as a student body, in the future, we can request our opinion to the university and I believe we can make this work.
Q2-1. Pledges can be expected to be successfully fulfilled based on sufficient consultations and agreements before the pledges are made. Did 성큼 discuss this agenda sufficiently with the related administration office?
A2-1. When I (President Candidate of 성큼) was a student president of College of Social Sciences, I had considerations to solve the space lending system which made a lot of students hard to freely lend unused spaces. As a student president of the college, I had many consultations with the office of College of Social Sciences and the office acknowledged our worries. It is true that we did not have negotiations with the university about changing the current space lending system that enables permission within 48 hours. However, 성큼 will consecutively request for this service to be fulfilled by consulting this agenda to be discussed in the meetings of different colleges. Also, the 48 hour permissions will be made by administrative officers and this can be fulfilled.

Q1. In the policy reference, 성큼 states that the rights of getting education can be changed in three different levels. We would like to ask for the reason of making these levels and the standards of dividing them into different levels.
A1. 성큼 made levels according to the emergency that needs to be solved first. Level 1 involves the solution about evaluation of lectures which is an important agenda to be solved. Next, we thought that course registration system is important, but to a lesser degree and we put it in level 2. Lastly, level 3 involves forcing professors to respond to complaints of the grades. This system must be implemented after agreements with the professors and university.
Q2. We heard that Global Research Program had been abolished by the current student body and Global Ambassador Program replaced it. This transition was made to give students opportunities to experience culture exchanges with other countries. We would like to ask if 성큼 has plans regarding these global experiences and how 성큼 will secure the budget for the program. Also, we would like to ask if there is no plan on continuing this program, there would be no more culture exchanges with foreign universities.
A2. Firstly, culture exchange with foreign universities was not involved in the Global Research Program. Also, the university has a program 국토대장정 with other universities such as Peking University so we do not have concerns about losing any culture exchanges with foreign universities. Moreover, 성큼 thinks the transition of abolishing Global Research Program and making Global Ambassador Program was good in that it could give more students better experiences than the past. Therefore, 성큼 will promote these programs for students in the future.
Q1. According to the policy reference, SKKETCH stated to extend the credits that 3rd and 4th grade students can register. It will lead not only to the increase of demand for classes, but also the supply of more professors. Eventually we can expect the increase of budget to fulfill the pledge. What does SKKETCH think about these expectations?
A1. SKKETCH thinks that the prediction on students’ demand and more supply of professors is possible. However, we think it will not be that serious to give problems in the budget. It is because the total credit number for graduation will be maintained. Also, we will extend the credits of every 3rd and 4th graders which will prevent concentration of the registers of the courses. Moreover, we think the current credits that 3rd and 4th graders can register are not enough for the students who are having double majors. Therefore, we will request the university to solve this problem. Lastly, for the concerns of the budget that will be led by the increase of professors, the university has enough budget to handle the changes.
Students -> SKKETCH
I would like to ask SKKETCH about the division of School of Business into accounting track and management track. There are three detailed questions. First, does this division also regard Global Business majors? Second, in the policy reference, it says that SKKETCH will make more courses that are not accounting courses. As the university stated, the expensive tuition fee for Global Business has been used for course tuition. Then, creating new classes for non-accounting will lead to increase in students’ tuition. What do you think about this problem? Lastly, what are your plans for the dual degree system of Global Business majors? Will there be any changes on the system?
A1. First of all, this pledge was made for School of Business not Global Business majors. Second, we will give logical reasons to the university why there should be more professors who do not teach accounting. The ratio between accounting and non-accounting professors shows the unfairness of the current education. Third, as we mentioned that Global Business majors were not considered to this transition, the dual degree system was not considered to this pledge.
In the policy reference, SKKETCH stated to make core requirement lectures for freshmen (mandatory non-major courses for freshmen) for School of Art. However, there are other departments which have the same case as School of Art in that the students need to have mandatory courses of their majors in their freshmen year. But making designated lectures only for School of art seems to be based on the thought that students of School of Art are having difficulty in having good grades. Therefore, this gives unpleasant feelings to students of School of Art. Have you thought about this and why did you make the pledge on certain school?
A2. SKKETCH did not have any specific reasons to make pledges which are focused on certain school or department. Merely, in the middle of listening to the students’ opinion, we heard about the problem that the students of School of Art have struggles according to the curriculum in which they must have major lectures from their freshmen year. This system has triggered many students to attend extra semesters to fill their non-major credits for their graduation. Therefore, we made this pledge to solve these problems. In addition, we did not have any offense to give unpleasant feelings, however, we would like to apologize for the feelings.
Q3. According to the brochure of SKKETCH, there are plans on the scholarship policies. It says that SKKETCH will minimize the entrance scholarship (scholarships for freshmen when they enter to university) which is focused on certain majors. Global Economics was written in the brochure as one of the certain majors and so was the School of medicine. However, it is unfair. Global Economics does not give full scholarships which are different from the School of medicine. Global Economics have the same standards as other majors to get the entrance scholarship and only allocates a higher percentage to get the scholarship than other majors. Therefore, it is unfair to put Global Economics in the brochure as one of the certain majors. How do you think about this?
A3. SKKETCH wanted to minimize the entrance scholarship which is focused on a few students but enlarge opportunities to give other types of scholarships to more students. We included Global Economics in the brochure based on our research from the institution called Higher Education in Korea. From the research, we found out Global Economics is one of the highest ranked majors for giving entrance scholarships. Therefore, we decided to include Global Economics in the brochure. Thank you.

Q1. 성큼 stated it would increase the number of professors in the policy reference. Can you explain the specific details on how to fulfill this pledge?
A1. Rights for education is the most fundamental right of the students. It is true, however, the current situation is not satisfying in that there is not enough professors in certain majors. 성큼 received answers from the Department of Psychology that the department will increase the number of professors. Starting from the majors and departments that need fewer professors, we can and we will increase the professors.
I would like to ask about the details of diversifying the questions in the evaluation sheets of lectures (강의평가). Also, what are the plans for the campaign of professors’ returning essays after evaluation?
A2. The current evaluation sheets of lectures have only a couple criteria. Therefore, we will diversify the questions by adding questions that will really evaluate the quality of the lecture or the feeling of the students towards the lecture, such as the number of homework or personal opinions of the lecture. Moreover, the campaign of returning the essays to the students after the evaluation was planned to give and speculate the logical and true reasons of the way that students get the grades. By giving the essay papers back to the students with the professor’s comments, the students will accept their grades easily.
