The public hearing for the next student council was held in the Natural Sciences Campus on November 15. Note that the following questions and answers have been summarized by the SKT.

Q1: For the executive department communication counters, it seems that 성큼 is trying to divide the Kakao YellowID or Facebook page. Given that there are some comments on the difficulty of communication with the student council at present, it seems that the communication will be even more difficult if the counters are to be divided as announced, because of the awareness of and confusion about the counters. How does 성큼 think about these concerns?
A1 The communication counters 성큼 is planning are not divided Facebook pages or the Kakao YellowID. What 성큼 is thinking about is conducting a survey offline, which matches with our intent to get out of the student council office.
Q2: 성큼 introduced the application Everytime as an example of online communication counters.
Although running a board in Everytime may assure anonymity, there are some concerns given the difficulty of management because of the imprudent and vast amount of uploads. Facebook messages and Kakao YellowID also have the anonymity problem. How is 성큼 going to deal with these limitations?
A2. The reason we mentioned Everytime, Facebook, and Kakao YellowID as examples is because there is no single online community that represents our school. We also agree that there are problems with anonymity that those examples have. Therefore, rather than appointing Everytime as a representative communication counter, we are going to gather a comprehensive idea through as many counters as possible, preventing imprudent ideas being gathered.
Q3: For the offline board vitalization, the interest and participation of the students are necessary. However, currently the offline board is not operating well because of the low interest of students on the activities student council is doing. Are there any particular solutions of 성큼 to raise the interest of students?
A3. Since the second semester of 2016, the 48th student council Swing has started the Flutter system over here in natural science campus. We are planning on expanding the Flutter system so that students can get more information about the student council in diverse offline boards.
Q4: Recently schools and other sports facilities are eliminating the tracks because some cancer-causing agents were found in there. Prior to repairing the tracks, checking whether they are truly safe from cancer-causing agents is very important. How does 성큼 think about this problem?
A4. We made this pledge because there have been many requests from students to repair those tracks. However, if there are some safety problems such as that, conducting the inspection and informing the result to the students may be the priority. Thank you for pointing out the problem that we overlooked
Q5: If there are any particular plans on improving unsanitary spaces in the students union building such as contracting with CESCO or redoing the ceiling and walls, please tell us.
A5. We are going to solve the sanitary problems in the student union building by redoing the ceiling and wall papers that have given displeasure to students because of molds.
Q6: 성큼 promised to expand the support for school clubs, especially financial aids for outstanding clubs. In fact, there already are some financial supports from the school given to art clubs. What is the criteria of 성큼 in selecting outstanding clubs, and how will 성큼 secure finances for the support?
A6. Currently the student support team is selecting and giving financial help to some clubs, and 성큼 is planning on expanding that business. For the finance, we can ask for it to the school or secure the finance by abolishing projects such as Global Research Program that gives benefits only to a few students so that many students can get help. Our criteria in selecting the club is the number of meeting or activities and the number of students participated.

Q1: It is apparent that the business plan on Pyeongtaek Campus already exists and the plan is almost settled. In this situation, a question arises on whether the voice of the students will be included in the plan even though SKKETCH organize a consult organization about the new campus. How is SKKETCH going to make the voice of the students be included in the plan?
A1. SKKETCH will demand Pyeongtaek city and Gyeonggi-do province for the publication of information as the discussion proceed, and inform it to the students through hand-written posters, integrative application that will be launched, and Facebook pages.
Q2: If the school or the construction company denies opening the information to the public, how will SKKETCH deal with that problem?
A2. Since the role of the student council is to converge and represent the voice of students, we will try our best to keep making our voice even though the school many refuse to open the information.
Q3: Among other pledges, the earthquake-resistant pledge cannot be done by the school independently because it is a problem related to the structural problem of the buildings. It seems that the school needs to consult with the city hall. Is there any particular plan on actualizing that plan?
A3. In natural science campus, 15 buildings are not earthquake-resistant. It may cost a lot, but since this issue is a hot potato in our school, SKKETCH will demand the school for the earthquake-resistant construction.

Q1. (Shuttle Bus) What are the specific plans to raise the number of inter-campus shuttle buses in terms of cost?
A1. 성큼 answered that the cost for running one inter-campus shuttle is 24 million. If they decrease the current routes that have low demand, they believe that it will be easy to secure 24 million. Moreover, 성큼 insisted that if they abolish some unnecessary projects, they would be able to arrange money.
Q2. (Tuition) In what standards are you going to subdivide the Jing-geom-dari Scholoarship ?
A2. 성큼 answered that they are not trying to divide the record of researches. Instead, they will separate the record of research and the contributions to the school when selecting the person who receives the scholarship.
Q3. (Tuition) There is a pledge that you will disclose laboratory fees. The 47th student council brought up the same issue before, but the school rejected the request because the information could be abused from the outside. How are you planning to conduct this?
A3. The candidates of 성큼 replied that the 47th student union was a student body that had not revealed the tuition or minutes. Unlike them, 성큼 is going to fight against the school to get information that the students are demanding for.
Q4. Some of the existing smoking areas have accessibility problems, so smokers barely go there. One of the pledges you gave is that you are going to install smoking zones in places where few people go to. How are you going to overcome the limitations of existing smoking areas?
A4. 성큼 gave an answer that they are planning to have a campaign in order to let students know where the smoking zones are. Moreover, through the campaign, they will communicate with students and choose the new area together.
Q5. (Dualization of the student union fee) What is the Special independent organization (특별학생자치기구)?
A5. 성큼 answered that it will be based on the existing Central Committee.
Q6. (Dualization of the student union fee) Do you think that more students will pay for the student union fee if the details of usage are revealed?
A6. The response was that according to a survey conducted by 성대신문, the biggest reason why the student union fee is decreasing is that students do not know where the money is used. The second reason is that students do not feel that they are receiving benefits even though they had paid money. These two account for 70 % of the total. Therefore, it is reasonable to think that more students will pay for the student union fee if the details of usage are clearly revealed.
Q7. (Dormitory) In 2015, the Ministry of Education recommended divided payments of boarding expense. In reality, however, most universities are not following this. How are you going to keep the pledge of divided payments?
A7. 성큼 answered, “The reason that we can propose this pledge is because the contract of dormitory from the outside company had ended this year. Now, we are going to strongly appeal students’ opinions to the school for this problem.”
Q8. (Dormitory) If the spot check changes, it might become meaningless. What do you think about this?
A8. Currently there are many complaints from students that they are only provided with the date of spot check but not the specific time. Therefore, we are trying to solve this problem. This change might make the original intention and function of the spot test to become meaningless. According to the Fair Trade Commission, however, the spot check itself is not an advisable system.
Q9. (Dormitory) How will you recruit the dormitory food monitoring group? Are there any benefits that the people participating in the monitoring group are provided with?
A9. The reply was that they will recruit any student from SKKU every two weeks and the benefit is that they can eat complimentary food.

A1. SKKETCH replied that they haven’t planned the detailed budget related to the raise of inter-campus buses. Yet, they are going to convert some Sadang shuttle buses into inter-campus shuttles after sufficiently collecting the opinions of students.
Q2. (Tuition) The pledge says that you are going to make a democratic tuition review committee. What’s the specific plan?
A2. SKKETCH responded that they will invite an alumnus to change the current composition of the committee, which consists of five people from the university and four representatives of students.
Q3. (Tuition) Why are you trying to bring an alumnus? Is he or she suitable to represent the students?
A3. The response SKKETCH gave was that they believe the alumnus can effectively speak for the opinions of students.
Q4. (Tuition) The pledge says that you are planning to repeal the admission fee but it might be impossible to abolish it. The main problem of the admission fee is that the standard of choosing the amount is inaccurate. What are your plans for this?
A4. SKKETCH replied that they will fight against the school to reveal the necessary information and establish proper criteria.
Q5. (The combined application) What are the expected weak points of the combined application and the ways to solve them?
A5. As the size becomes bigger, it might take longer to use functions. This would be a big problem when trying to access the library. But by using the NFC student identity card, which does not need the run of the combined application, the problem would be solved.
Q6. (The combined application) It says that the application will be launched in the first half of next year. Do you have the specific plan for the establishment and how long do you think it will take?
A6. The candidates answered, “We are going to use the existing source codes of the seven applications. Therefore, it will not take a long time to develop the combined app.”
Q7. (The combined application) What if students will not be able to find and use good functions even after the launch of the new app?
A7. SKKETCH responded, “There is going to be a design contest where we will communicate with the students and search for an efficient design.”
Q8. (Dormitory) Tell us about the application system. What’s the difference between the abolishment of curfew and the application system?
A8. The answer was “It is to ensure students’ right of freedom.”
Q9. (Dormitory) Give specific information of the curfew extension system.
A9. SKKETCH replied, “Students apply for the extension before midnight through the GLS system. Those who have applied can be distinguished from other students through the card readers.”
